THE EUROPEAN PARLIAMENT: NO MONEY FOR FOSSIL FUELS

A Bruxelles approvata a larga maggioranza una storica risoluzione che chiede alla BEI e alle agenzie di credito all’export di smettere di finanziare l’estrazione di gas e petrolio

Roma, 29 novembre 2007 – Questa mattina il Parlamento Europeo ha votato una risoluzione in cui si invitano con forza la Banca europea per gli investimenti (EIB) and export credit agencies (ECAs) not to use European taxpayers' money to finance the extraction of fossil fuels. Si stima che il sostegno delle ECAs nei confronti dei progetti per l’estrazione di gas e petrolio sia il doppio di quello garantito dalle altre istituzioni multilaterali. La metà dei nuovi progetti realizzati nei paesi in via di sviluppo ha ricevuto un qualche sostegno da parte delle ECAs.

“L’Unione europea attualmente sta negoziando una riduzione delle sue emissioni di gas serra, ponendo una forte enfasi sull’importanza della diminuzione delle emissioni anche da parte dei paesi in via di sviluppo” ha dichiarato Antonio Tricarico, coordinatore della CRBM. “Però allo stesso tempo i suoi organismi finanziari hanno ignorato le implicazioni ambientali delle loro attività. E’ venuto il momento di porre fine a tutto ciò, per cui ben vengano le parole e le esortazioni del Parlamento europeo. E’ ora che i governi nazionali agiscano di conseguenza” ha concluso Tricarico.

La sicurezza energetica e il cambiamento climatico sono al centro del Forum annuale della Banca Europea per gli Investimenti (BEI), cominciato ieri a Lubiana. Una scelta inevitabile, ma quanto mai controversa per il braccio finanziario dell'Unione. Nonostante la Bei sia vincolata dal suo statuto a agire a sostegno delle politiche europee, essa appare sempre più orientata al cliente, piuttosto che al pubblico interesse e soprattutto fuori da un effettivo controllo politico comunitario. A lasciare molte perplessità sono soprattutto le modalità contrattuali. Lo scorso maggio l’esecutivo congolese ha annunciato la sua intenzione di rivedere i contratti minerari siglati durante gli ultimi dieci anni, un periodo caratterizzato prima dalla sanguinosa guerra civile che ha mietuto centinaia di migliaia di vittime e poi dall’insediamento di un governo di transizione, rimasto in carica fino alle recenti elezioni. Vari audit della Banca mondiale, diversi studi indipendenti e un rapporto del parlamento congolese hanno messo in discussione la legittimità e correttezza dei contratti, che sono in tutto una sessantina (quello di Tenke è uno dei più importanti).

La Banca Mondiale ha espresso forti dubbi sulle modalità di acquisizione e sui termini del contratto di Tenke, dal momento che, come negli altri accordi, ci sarebbe una pressoché totale mancanza di trasparenza, un conflitto di interessi non dichiarato, payments at least suspect and the introduction of contractual terms that are highly disadvantageous for the Congolese government.

Vlora sentenced to death


Vlora, known as one of the most beautiful bays in the south-eastern Adriatic and renamed "the Queen of Albania" has been sentenced to death.
